Webinar: Maryland Reporting Requirements for Heating Fuel Providers

In December 2025, the Maryland Department of the Environment (MDE) issued a FINAL RULE for its Heating Fuel Provider Reporting Program (HFPRP). The program requires heating fuel providers (HFP) to report annually the amount and type of heating fuel delivered for end-use by county and sector.

Summary of Final Rule:

“Heating fuel” includes biofuel, kerosene, fuel oil, and propane that can be used to supply heat. It does not include motor fuel or diesel fuel.

Beginning January 1, 2026, HFPs must collect and log monthly data that includes the following:

• Separately for each county in Maryland, the total amount of cubic feet, gallons, or tons of each heating fuel delivered by type;
• Separately for each county in Maryland, the sector (commercial, electric power, industrial, residential, or other energy-consuming sector) receiving the heating fuel; and
• Separately for each county in Maryland, a missing data parameter for the total amount of a heating fuel if not available in the provider’s invoices, records, etc.

Beginning on April 1, 2027 and annually thereafter, HFPs must provide a fuel delivery report to the Department. Heating Fuel Providers must maintain and keep records for at least 5 years.

On Wednesday, January 21 @ 3:00 pm, the Maryland Department of the Environment (MDE) will host its first Implementation Working Group session for the Heating Fuel Provider Reporting Program (HFPRP).
