Pennsylvania Homeowner’s Assistance Fund (PAHAF) Reopens – Available For Deliverable Fuels

The American Rescue Plan (ARP) of 2021 created the Homeowner Assistance Fund (HAF). $350M in funds was allocated for our state with Pennsylvania Housing Finance Agency (PHFA) designated as administering agency. The U.S. Treasury approved Pennsylvania’s HAF (PAHAF) plan to rollout the program in 2022. The PAHAF program was launched in 2022 and was then paused in 2023. It has recently been relaunched in 2024 and is now open for new applications.

The PAHAF is meant to assist eligible homeowners at greatest risk for mortgage delinquency, default, foreclosure, and displacement. Eligible participants can utilize the Homeowner Assistance Fund towards utility costs including a one-time payment for deliverable fuels (heating oil & propane).
