PA Sets 2023 Oil Franchise Tax Rates


The Pennsylvania Department of Revenue published notice in the December 10 Pennsylvania Bulletin of the 2023 Oil Company Franchise Tax and Alternative Fuels Tax Rates–

The 2023 rates are– gasoline – 61.1 cents; diesel fuel – 78.5 cents

The 2022 rates were–  gasoline – 57.6 cents; diesel fuel – 74.1 cents

In response to the increase, an incoming House member (Rep Joseph D’Orsie) has released a co-sponsorship memo proposing legislation to amend Act 89 by reinstating the inflationary cap on fuel taxes.

Governor Wolf previously established the Transportation Revenue Options Commission to decrease the reliance of the state fuel tax.

Electric Vehicle registration fees and EV mileage-based user fees were defined a pivotal funding mechanisms.

The topic of transportation funding will continue into the 2023-2024 legislative session.
