PA DEP Secretary Rich Negrin Resigns

Pennsylvania Department of Environmental Protection Secretary Rich Negrin submitted his resignation last Thursday (October 26), immediately taking a medical leave until the resignation takes effect on December 9. Negrin was high-ranking executive with Commonwealth Edison Company (an large electric utility based in Illinois) prior to being selected by Governor Shapiro to serve as the DEP Secretary earlier this year. Commonwealth Edison Company and PECO Energy Company are both subsidiaries of Exelon Corporation. He leaves the top DEP role less than 10 months after assuming the job.

Jessica Shirley will serve as the interim acting secretary effective immediately. Shirley previously served as the Department’s Policy Director from May 2016 to April 2022 helping develop executive orders related to PFAs, climate change, energy conservation, sustainability in Commonwealth operations, and environmental justice. She has a Master’s Degree in Public Administration from Penn State and a Bachelor’s Degree in Economics and Political Science from Indiana University of Pennsylvania.
