May Primary Ballot Question Seeks To Limit Gov. Wolf’s Disaster-Declaring Power


The tensions between the General Assembly and the Governor over the use of executive power is also reflected in ballot questions that will be before voters in the May primary.

Key among those is a proposed constitution amendment that would curtail an emergency disaster declaration by after Governor twenty one days unless a joint resolution by the General Assembly is enacted to extend it.

This reflects the well-publicized frustration expressed by the legislature with the Governor’s shutdown orders and essential worker designations during the COVID pandemic.
