House Bill Introduced For EV Mileage-Based User Fee Program

Rep Rich Irvin (R-Huntington/Franklin) recently introduced House Bill 85 create a 5-year pilot program to levy a MBUF (mileage-based user fee) on electric and plug-in hybrid vehicles. The Act would amend Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes, in general provisions, further providing for definitions; in liquid fuels and fuels tax, further providing for definitions and for imposition of tax, exemptions and deductions and providing for pilot program for electric vehicle fee; imposing duties on the Department of Revenue; and making an editorial change. The PPA will continue to monitor this legislation.
