Governor Shapiro Signs 23 New Bills into Law

Last week, Governor Josh Shapiro signed a package of 23 bills into law following enactment of Pennsylvania’s 2026-27 state budget, completing several policy initiatives negotiated as part of this year’s budget agreement. While the $50.8 billion spending plan established funding priorities for the coming fiscal year, this package of companion legislation advances several related policy changes affecting workforce development, energy, transportation, veterans’ services, consumer protection, and government operations. Two of the newly enacted laws are of particular interest to PPA members:

• Senate Bill 1058 – This legislation updates the definition of E85 in the state’s Liquid Fuels Tax law. Prior law referenced an outdated fuel specification that no longer aligned with current ASTM standards, creating uncertainty for retailers and consumers. The new law updates the statutory definition to reflect modern fuel specifications, ensuring E85 remains recognized under Pennsylvania law and allowing retailers to continue offering the fuel without regulatory ambiguity.
• Senate Bill 1294 – Strengthens oversight of commercial driver’s license (CDL) training schools by significantly increasing penalties for unlicensed providers. The law raises the maximum civil penalty for operating an unauthorized CDL school from $2,500 to $25,000, targeting so-called “CDL mills” that operate outside Pennsylvania’s licensing requirements and federal Entry-Level Driver Training (ELDT) standards. The legislation is intended to protect the integrity of CDL training, improve highway safety, and ensure prospective commercial drivers receive instruction from properly licensed schools. Importantly, the law does not affect employers that provide CDL training at no cost to their own employees.
