EQB Final Rule Published In PA Bulletin Reducing Carbon Pollution From Power Plants [RGGI]


On April 23, the final regulation establishing a program to reduce carbon pollution from power plants consistent with the Regional Greenhouse Gas Initiative was published in the PA Bulletin after a two-and-a-half year development process.

            The process included more House and Senate committee hearings and information sessions than any other issue in recent memory, endorsement of the final regulation by four of DEP’s advisory committees and approval of the Independent Regulatory Review Commission.

            The regulation will now face further legal challenges from Senate and House Republicans and industry trying to block implementation of the regulation.
